President Vladimir Putin has effectively declared Ukraine a no-go zone for Western military forces, threatening to attack any that are deployed on its territory. His assertion that such troops would be “legitimate targets” is a blunt and aggressive response to a French-led initiative to secure Ukraine’s future.
The initiative, which has gained the support of 26 countries, proposes the establishment of a postwar international security presence in Ukraine. President Volodymyr Zelenskyy has expressed hope for a substantial force. Putin’s declaration aims to make this plan politically and militarily impossible for the West to implement.
The Kremlin’s hardline stance is designed to prey on Western fears of escalation. It has already prompted a negative reaction from several major European countries, including Germany and Spain, which have ruled out troop commitments. This lack of consensus has weakened the proposal and forced a re-evaluation of its scope.
Meanwhile, the diplomatic outlook remains grim. Efforts to broker a peace deal have failed to make any headway. Putin’s statement that an agreement is “practically impossible” highlights the chasm between the two sides, making any discussion of postwar security arrangements seem premature and detached from the reality of the ongoing war.
